Authorities normally requiring notarized military registration card translation
from citizens of the Russian Federation:

Embassies and Consular offices of foreign countries – when applying for a visa for temporary stay or permanent residence abroad;
Employers, recruiting companies – while employing into an international company.

from citizens of other countries in the Russian Federation:

Migration Service – while preparing a file of documents for the citizenship or permanent residence in the Russian Federation.

What should you know about notarized translation of a military registration card
Law of the USSR of 24 June 1991N 2261-I “On the procedure of taking abroad, sending and requesting identification documents of Soviet and foreign citizens and persons with no citizenship from the USSR” is still in force, since its validity is ensured in the Russian Federation to the extent that does not contradict with the RF laws, under Order of the Russian State Customs Committee of 06 September 1996 N 541 and Order of the USSR Customs Committee of 30.09.1991 N 117. According to this law, a military registration card may not be taken abroad. The original military registration card is given back to the body at the latest place of military service or registration of the citizens or persons without citizenship leaving the country.
We always ask the customers to provide us a sample of their full name spelling in English (according to their passport). Otherwise, the rules of transliteration are used in translation according to Order of the Federal Migration Service (Russian FMS) dated 3 February 2010 N 26, Moscow.
